If you make any notes while you read, that certainly counts. (Notes could include building character sheets, writing an outline as you read, listing off lines you want to keep, etc.)
The main reason we specify writing down something is so people don't have a conversation with a friend about a story, never write it down, and call that "writing." The Habit Pledge is to encourage a writing habit, and writing involves, you know, writing! What you're doing sounds like it fits the intended purpose, but I would encourage you to take a couple minutes away from reading to write down thoughts about what you read, maybe where the story goes next or what you want to keep as you revise.
